DOF and bokeh will be one consideration for portraiture. 200mm can really compress the BG but the 135s likely have better contrast and separation. Low light another consideration. The versatility of a zoom cannot be ignored however, and the 70-200 f4 is a good lens though I sold mine and went to the 70-200 GM 2.8.
if I had no need for 2.8 and f/4 was all I wanted, the RF lens is smaller, lighter and the optics are fantastic. I use the same 70-200 and I picked up the f/4 at a Canon store a few months ago and it felt almost criminal how light the f/4 was.
The f/4.0 will focus on par with the 70-200 f/2.8 IS L ii (which I actually had hoped was better than the f/4.0). And for still subjects the IS is really excellent. So for many I guess they would be happy with its performance in low light. The optics of course remain mind blowing.
