If the AMD control panel has upscaling enabled (I.e run the game in 8k or whatever) uncheck these settings and only allow native resolution for your monitor/TV. (I.e If it's a 4k TV, set the AMD control panel to 4K with no upscaling.
Trying to make the game go Fullscreen by pressing ALT+ENTER sometimes may get the screen size just right so you can manually adjust the resolution in Options. You can also change your Desktop screen size to the maximum that your VGA can handle, so you will be able to see all the screen size and change the resolution in Options.

im also having issues. at first it would load but be way to big, i use 2 screens. then i tried to open it again after i thought i had a idea to fix it and now it will not even open it. i uninstalled and reinstalled it, verified the game file integrity and updated my drivers. my computer is a pretty decent one and ive only had this issue with this game.
